Funds Available

The American Recovery & Reinvestment Act (ARRA) provides $10.4 billion for the National Institutes for Health (NIH).

  • $8.2 billion for research activities, of which $7.4 billon is to be allocated across the NIH;
  • Institutes, Centers, Divisions, and the Common Fund (which includes cross-cutting activities such as the NIH Roadmap); $800 million will remain in the Office of the Director;
  • $1 billion for extramural construction, repairs, and alterations through the National Center for Research Resources (NCRR); the review process for construction and renovation projects has not been determined;
  • $300 million to NCRR for shared instrumentation;
  • $500 million for construction and improvements on the NIH campus; and
  • $400 million transferred from the Agency for Healthcare Research and Quality (AHRQ) for comparative effectiveness research.

(8/20/09) HHS today posted on Grants.gov two funding announcements for health information technology (HIT) grants supported by the American Recovery and Reinvestment Act (ARRA, P.L. 111-5).

  • One funding announcement (EP-HIT-09-003) makes $598 million available over three application cycles (for an estimated total of 70 awards) for qualified entities to serve as Regional Centers within the HIT Extension Program. According to the announcement, awards will range between $1 million and $30 million. Preliminary applications for the first cycle of awards ($189 million) are due Sept. 8, 2009, with successful applicants required to submit a full application by Nov. 3, 2009; preliminary applications for the second cycle ($225 million) are due Dec. 22, 2009, and preliminary applications for the third cycle ($184 million) are due June 1, 2010.   • The second funding announcement (EP-HIT-09-001) makes $564 million available for State Cooperative Agreements to promote HIT through planning and implementation projects to advance health information exchange (HIE). Awards will be made to states or state-designated entities. (8/12/09) HHS Deputy Secretary Bill Corr announced the release of $13.4 million for loan repayments to nurses who agree to practice in facilities with critical shortages and for schools of nursing to provide loans to students who will become nurse faculty. The awards will come from two programs:

  • Nurse Education Loan Repayment Program ($8.1 million)
  • Nurse Faculty Loan Program ($5.3 million)

Funding Available to Expand Health Professions Training (press release 7/28/09)
This Recovery Act funding is directed as follows: $80.2 million for scholarships, loans, and loan repayment awards; $47.6 million for the primary care training programs; $50 million in grants to health professions training programs for equipment; $10.2 million to increase health professions diversity; $10.5 million to strengthen the public health workforce (including preventive medicine residencies); and $1.5 million to support the efforts of state professional licensing boards in reducing barrier to telemedicine.

These awards are intended to leverage the resources, expertise and infrastructure of NCRR Centers and Center-like programs, including the CTSA program. Investigators may request up to $300,000 per year for one or two years. Applications are due April 21 for two-year awards, and July 10 for one-year awards.

Eligible for these awards are investigators with active NIH RO1 awards. Certain other investigator-initiated NIH grants (such as R33, R37, and U01 awards) may also be eligible. The following NIH institutes and centers are not participating in this program: NHLBI, NIDCD, FIC and NCMHD.

The Small Business Catalyst Award is further expected to support entrepreneurs of exceptional creativity, drawn from scientific and technological environments beyond NIH, who propose pioneering and possibly transformative approaches to addressing major biomedical or behavioral challenges with the potential for downstream commercial development (R43) (6/2/09)

Anticipated use of ARRA Funds by NIH

NIH will focus scientific activities in several areas:

Funding recently peer reviewed, highly meritorious R01 and similar mechanisms capable of making significant advances with a two-year grant. R01 are projects proposed directly from scientists across the country. NIH will also fund new R01 applications that have a reasonable expectation of making progress in a two-year grant.

NIH will accelerate the tempo of ongoing science through targeted supplements to current grants. For example, NIH may competitively expand the scope of current research awards or supplement an existing award with additional support for infrastructure (e.g., equipment) that will be used in the two-year availability of these funds.

NIH anticipates supporting new types of activities that fit into the structure of the Recovery Act. It will support a reasonable number of awards to jump start the new NIH Challenge Grant program. This program is designed to focus on health and science problems where progress can be expected in two years. The number of awards and amount of funds will be determined, based on the scientific merit and the quality of applications.

NIH will also use other funding mechanisms, as appropriate.
