Faculty Handbook revisions proposed by the University Committee on Tenure and PrivilegesThe following revisions to the Faculty Handbook were proposed by the University Committee on Tenure and Privileges, chaired by David Bleich, to the Faculty Senate on October 20, 1998. Introduction (I.1) : 2nd paragraph: Can the instances in which the University's Personnel Policies and Procedures Manual will conflict with the Faculty Handbook be specified? The purpose of this override possibility should be stipulated so as to avoid confusion. Introduction (I.1) : 3rd paragraph: Delete: This handbook may be amended at any time following full public notice of any such amendments to the University faculty, solicitation by the Provost of advice and recommendations of the Faculty Senate, and approval by the Board of Trustees. Insert: This handbook may be amended by a joint action of the Provost's office and the University Committee on Tenure and Privileges. The amendment must then be approved by the Faculty Senate. Proposed changes should be sent simultaneously to the Provost and to the Chair of the UCTP. Changes will be proposed to the Board of Trustees and, if approved, inserted into the FH. Comment: A change aimed to create cooperation between the Administration and the faculty with regard to faculty rules and policies. The advice and consent of the faculty needs to be represented by a procedure that enacts cooperation between the faculty and the administration. In the 23 September version, the spirit but not the authority of this change is acknowledged. The foregoing new language proposes that changes in the Faculty Handbook be formally approved by both the Faculty Senate and the Administration before presentation to the Board of Trustees. However, as in other matters, faculty [members voting on tenure cases] may also write directly to the dean/director about the case. Comment: Because it is understood that faculty members may confer with members of the administration for any reason, a special notice of this availability in this context may serve as an encouragement toward needless independent action. Page IV.65: Insert a new item (8) and adjust numbering of subsequent paragraphs: (8) The decision finally to revoke tenure for cause shall be recommended jointly by the administration and the UCTP after having reviewed the case and reached a course of action agreed to by the administration and the UCTP. This decision is then presented to the Board of Trustees for approval.
